Important Update for Home Owners in High Fire Hazard Severity Zones

EFFECTIVE FEBRUARY 2026

Beginning February 2026, the City of San Diego will formally implement updated wildfire safety standards known as “Zone 0”. These new rules apply to properties located in High and Very High Fire Hazard Severity Zones.
What is Zone 0?
Zone 0 refers to the first 0–5 feet surrounding the exterior of a property. Under the updated standards, this area is no longer considered a traditional landscaping zone. Instead, it must function as an ember-resistant safety buffer designed to reduce wildfire ignition risk.
Why this Matters?
Most properties lost during wildfires do not ignite because a wall of flames reaches the structure. They are lost when wind-driven embers land near the property and ignite combustible materials close to walls, windows, or vents. Zone 0 standards are specifically designed to eliminate those
ignition sources at the most vulnerable point—the immediate perimeter of the structure. Preparing for these requirements before they become an issue with insurance carriers or city city escrow can help avoid unexpected costs, fines, or insurance denials.

What Home Owners Should Know?

  • The city will start enforcing Zone 0 in 2026 for new construction
  • Existing properties have until February 2027 for compliance
  • Plants, shrubs, mulch, wood decks and fencing will need to be removed within 5 feet of all properties
  • Hardscape such as concrete, pavers, stone, gravel, or decomposed granite, masonry, metal fencing are allowed
  • Insurance companies will not renew your homeowners insurance if restricted materials are used
  • Fines can reach up to $1,000 per day for violations

What is and is not Allowed?

  • Attached wooden decks and fencing will need to be replaced
  • Plants, shrubs, and mulch will need to be removed within 5 feet of all properties
  • Trees within 5 feet of the house are generally not allowed, even if well maintained.
  • A clean, vegetation-free buffer around the home is required
  • Hardscape such as concrete, pavers, stone, gravel, or decomposed granite, masonry, metal fencing are allowed
